I am replacing the lower seal. Can't get the pulley off. Have a 3 jaw puller, doesn't work.

Those decks are 35-40 years old at this point, so it's probably rust welded. If the puller isn't enough, try heating it. I rebuilt mine a few years ago and probably used my 30 ton shop press to pop it off.

Yes I'm an 81 model it's 86, almost my age. Neighbor has a real torch for heat. Only have propane. Either will make seal replacement necessary. Put it together this evening. Visibly see the key itself is rusty. Removed the deck and box because it grenaded a belt. Sharpend the blades and changed the gearbox oil. Had 80-90, wish I had 85-140. Fingers crossed it doesn't leak to bad. Atleast for one mow, 1/2 my yard needs baled. I have 17 acres, probably mow 2 1/2 or 3, so alot like hay. Some is so wet I've avoided it all season. Could though I guess. 4wd and turfs. Low ground pressure.
