    Thanks to statement made by kubman, I took a closer look to see if I could locate the ridge where the small o-ring would be located.     I have the sequence correct, but the small o-ring (110) and the opening on the fuel filter (top of 100) are smaller than the filter housing opening. Do I force them on?
