Mine does that! The cause is in the hydraulic lever! If the lever is pushed too far oil will by pass circulate! I pull the lever back and this fixes the problem!

Pto will spin no load but won't under load! Clutch disks and thrust bearing is okay! The boss spline turns easily by hand both way! Is this a sign that the one way clutch is bad? Removed the external snap ring but cannot get to the one way clutch! What else has to be removed to replace the slip...
