I have a B2400 HSD that seems to run well. I have noticed if I am stationary, it really struggles to turn the wheels side to side with steering, moving it is not problem. Is this normal?

Can someone tell me how to properly adjust the reverse return spring on this? when you push the reverse pedal, it takes a long time for it to return to neutral and stop moving. You can see in the pic there are 2 sets of nuts and I do not know how it should be done...

So if I want to go ahead and replace the front and rear tires, I will need to get different wheels? The dealer wants a lot of money for the wheels. Are there any alternatives so I can run industrial type tires?
