Looks like it was a bad new battery

Hello, My tractor has symptoms of a dead battery and won't start. It will start by jumping it. The battery is brand new and fully charged. When I turn the key I get no dash lights or anything. If I disconnect the positive from the battery and re-connect I get dash lights one click of the starter...
