I opened the linkage plate. Isnt the large arm supposed to move?

Where might I find an exploded view? Or are they not complicated? I guess I wanna know, If I open the governor housing, are any parts prone to flying out? I can work with linkage, i can even custom make parts, unlike the pump where precision in a must.

I have used a little starting fluid, but only enough to hear the motor try to use it, which it did. What could happen if I use it excessively? Is there a drain somewhere? I've tried bleeding the injectors/lines but only one is spurting how it should. I hold the glow plugs for 15 seconds...
