There is usually a sweet spot to run your engine speed that should help you engage the mower without stalling your engine, once it has warmed up, as long as the governor is working properly. I,m not sure full throttle is the correct answer to fixing your issue, that must be very hard on belts.

Glad you found the problem. When I,m checking fuses, I use a 12 volt test light. Very easy way to see if a fuse is good, or not.

Did you ask the firefighters if they had any idea of what caused the fire ? They usually have a pretty good team of investigators that can get to the probable cause. Did you have it well insured ?
