Both pumps are from running engines. So, I can use either with no shims?

The new to me engine did not have the crankcase vent. I swapped intake and cured that issue. I have the manual, but is less than clear to me. I put the old injector pump on it with its correct shims and it ran for a few seconds then quit. Wants to run but can't quite make it. I guess I will...
