Is this the arm you’re talking about? I’ve only ever done oil changes so bear with me

Started up my mower for the first time this year and I'm having some issues.. Everything works just fine till i engage the blades. They spin just fine while the deck is up but as soon as I put it down they slow down and stop after a few feet. Any help would be appreciated
