We have the Woodland Mills WC68 on the L3901. We've chipped several 8 ft tall piles of junipers/mesquite without issue. I don't have experience with any other chippers but I have no reservations recommending this one.

It appears to work independantly of a cell phone. I think it performs the same function as a typical cell phone hot spot. According to my research it comes with a 500MB allowance and then requires a sign up for a monthly data plan at extra cost. A found this youtube video that gives more details.
