Wolfman -- awesome thanks. The spring is fine (or at least what I've been told and it seems okay) but the diagram is great and tells me where I might want to focus some lubricant. Thank you for this.

The brake will not fully release (speed control will also not hold). Linkage is okay (confirmed by service tech) and he felt there was corrosion or maybe something broken inside case. However, somehow he got the brake fully released, but if the pedal is used -- it won't release on it's own...
