the 3/8 line has slightly twice the cross section area of the 1/4 diameter hose. .11 vs .049 This will increase pressure through the hose. However 1/4 will handle that flow rate as PTB said.

Im with Russell - run it up in the higher RPM range - and work the machine, work it hard , a diesel lasts MUCH longer when it is run like it was designed to do.
