You shouldn't add another load to existing fuses so just add a fuse and switch for new lights. If you are TRYING to say there's no JUICE to headlamps AND you want all lights controlled by one switch then yes you need to do some troubleshooting to determine why head lamps don't work.

If tying into existing light circuit you really should use a relay, which is energized by the existing switch. This doesn't answer your question but the relay with proper fuse on the load side will.protect the existingg circuit. Granted LED's only draw a minimum amount of power but relay kits for accessory lights are very cheap.insuramce and ussually come with everything you need

On my LX610 the back light harness can handle 10 amps and is only "HOT" when the key is in the run position.
