The wheel turns freely and clicks, but the wheels don’t turn. It was fine then all of a sudden. Nothing. I can’t climb under it with my back, so asking for some ideas here. I don’t know if there’s a belt for the steering? Or what…. Thoughts?

I believe your machine has electric power steering . i.e. no hydraulic pump.
As with all things electrical, start with checking for blown fuses and chewed wiring..

The system has a controller of sorts and I believe a warning light the controller turns on when it senses problems.

It is complicated.

Here is what your dealing with for the steering, you need to see if you have any part of it turning.

If the wheel is turning but the front wheels are not steering you have something mechanical that is broken. As even if the PS itself fails you can still drive and steer the unit

My TG1860 steering was erratic (off/on/off) many years ago. I vaguely recall it being a loose electrical wire/connection....as the steering is (as has been said) electric assist.

"Clicks" sounds more like some part is physically disconnected or broken.

I had one do that once.

The EPS unit is trashed internally.

One I replaced, I took it all apart which by the way is not easy to do, and you will damage things getting it apart, found gear train broken.

To my knowledge the internal parts are not available, have to get the entire EPS unit IF it's still available. I'd be surprised if it still is.

Look closely at the linkage and rack & pinion input shaft and make sure it's all ok. If it is, best of luck to you.
