Does it have the front pump, or is the loader tapped into the internal hydraulics?

Mine is off the internal hydraulics and it is slow at idle but works fine and will lift the front tires even at idle.

Does the 3pt hitch work and will it lift with a load?

I think it is internal, it won't even move at idle, but lifts the front off the ground if you rev it up. no way to check load on the rear, but it moves up and down.

RPM's increase pressure...pressure moves "stuff"....until the governor (pressure regulator) kicks in and bypass begins....

er...wait....this isn't fire department class....ahhh, but I guess it's about the same for hydraulic fluid too ... :p

This is a B219 FEL on a 1979 B7100. It shows the pump gktilton mentioned on the front driven by a shaft going back to the front of the engine. If your FEL is not hydraulically driven by this external pump, it is using the internal pump which may not have as much flow, ie, it may take more rpm to run the FEL. With the external pump, I have no problems lifting the bucket at idle.
