It does take a smidge of "power" to do so....not worth talking about ....
HOWEVER - if left uncovered.....can be very,very dangerous while spinning!

To test it for working ability, nope no harm at all.
But like 85Hokie, just don't leave it on.
And FYI if you backside is not in the seat when you engage the PTO, the tractor will die, it's a safety.
On some models you have a couple seconds to flip the seat all the way up to override that feature, It's meant to be able to run the PTO for stationary work like running a wood chipper.

And I believe you need to remove the cover before operating the pto or it may damage the cover.
Others should verify this is true.

Most of them have a rubber cover that slips over the shaft. The guys at work call them "condoms". It doesn't slip all the way to the seal, so turning the PTO on won't really hurt anything. Some of the BX's have a plastic cover and with those you can't see the shaft without removing the cover. It just pops on/off. Years ago when we sold Deere, had a guy buy a 990. Soon as he gets home he's out playing on it and kept trying to turn the PTO on to make sure it worked. Well on a 990 you can't see the shaft from the seat so he made a seat switch bypass, turned the pto on, walks around the back of the tractor and said "hmm....wonder if if't making any power"....grabs the shaft, squeezes and broke several bones in his arm/wrist/hand.
Lugbolt, experiences like the man with the JD are what develops common sense. He didn't have a clue, now he does! Give him 30 years of experiences like that and we will all then say, "That guy has good common sense"! It just takes time.
