Probably a little rust or something where the shaft goes into the differential housing. Spray the area liberally with PB-Blaster , WD-40 or other rust penetrating spray. With the tractor not running move the pedal as much as you can up and down to work the lubricant into the opening. You may need to repeat a few times. One of my B7100's is like that, the pedal sticks down. I have not fixed it as I kind of like it this way. I use it when I am working the tractor hard with minimal traction, like moving snow banks back or snow blowing around the town fire hydrant in the state road big snow banks. I can push the diff lock (it stays engaged) then have my foot free to work the throttle. When I am finished I reach down and pull it back up. I know people will say that is hard on the diff lock and I am not suggesting you use your tractor like I use mine but it does work good for me in the situations I find myself in moving snow.
