M6800 will not crank

My tractor has been having starting issues & now it won't start at all. It's been dropping voltage when the starter was engaged to start - like the battery was getting weak, I replaced the battery but still had the same problem.
Now that it won't start I tried connecting the terminals on the starter, but the starter won't engage the flywheel.
I'm assuming I need a starter. Am I correct ?

Assuming you cleaned the terminals well when changing battery. Check/clean tractor side of ground and positive side at starter first. Rare case could be a bad cable.
Starters, contacts and solenoids do go bad but check the easy stuff first.

It's almost always battery or battery cable connections that are bad.
If your jumping the two large terminals on the starter, no it will not engage the flywheel.
You need to energize the starter solenoid in order for the starter to engage the flywheel.
So No, you probably do not need to replace the starter.

It might be the cables, the connections, the SOLENOID, or the START RELAY…. just mentioning a few more things to check.
