L200 fuel delivery problem

1972 L200 with Z1100 engine (2 cyl 21 HP) I have found the problem but do not know how to service it. last winter the engine just started to loose power under load and would stall. then it would fire but would not start. I have completely serviced each element along from the fuel tank to the fuel pump and injectors. now it starts and runs but the throttle range is very limited. it runs at high RPM and white smoke comes from exhaust. it would appear that the governor and/or automatic fuel control device are either stuck or out of adjustment. So how does one service them?

When you say the throttle range is limited can you give a little more info.
Will it idle at all or does it miss?
How long did it set and not run?
Was it under cover or in the open?
Did you drain and clean the fuel tank especially if it sat for a long while?
While sitting was it full of fuel, half, empty?

I'm for sure not claiming to be one but there are some very smart and helpful people here on OTT. The more info you give the better chance of getting help.
