Noticed transmission oil leaking from this spot at the top of the transmission today while in operation.
Is this some sort of a pressure relief valve?

That's a breather, it semi normal for a little fluid to end up around it.

When was the last time you changed / cleaned the filters and changed fluids?

There was a pretty good stream out of it when I first spotted it but it stopped fairly quickly. However when I checked the oil level it was down to the bottom of the stick. I was pulling an arena dragger in high gear - is it possible that would do it? Not a huge load on it but probably should have been in low gear.

Yes overheating the HST and gearbox will cause it spit out fluid.
Refill it and keep an eye on it, if it does it again you could be sucking air into the system and causing the fluid to foam.
