I have two Kubotas both are 23 HP one of them is RTV 1140 the other is a B2320 tractor. I live in MI the temps dropped to around O degree to last week. The RTV fired right up no problem the Tractor turned over but did not want to fire up at first finally got it running about a hour later. Do glow plugs just get old and need to be replaced? The tractor is a 2008 with 260 hrs on it the RTV is a 2014 and has 215 hrs on it.

They are typically "good" or "bad".....one bad one can sometimes mess the amps needed for the others. Newer style plugs can heat up a lot faster than older ones. Some of the new ones heat up very quickly - a couple of seconds, older ones needed a little more time to get to temps.

you can check a plug without taking it out - remove wire on top and test for ohms.....you want to see a very looow number......like very close to ONE ohm.
If infinity....then that plug is bad.

Glow plugs are almost a wear item. They're subjected to all the combustion violence, and when used, they are subjected to 800°F+ temperatures to do their job. They don't go out all that often, but when they do, you'll get hard- or no-start issues.

That being said, is your glow plug indicator light coming on when you activate them? You can check the resistance of each plug for an idea if they're still good. Disconnect the nut and bridge (if used) from your glow plugs and use an ohmmeter to check resistance between the top and the base with the threads on it. You should see around 0.9 Ohms if they're good. More than 1.5 Ohms or infinite resistance should be replaced.

same fuel in both?

the colder it is the longer you may need to glow the plugs - I see it takes a lot longer in the sub 9F temps than it did in 20 or 30f temps to get the indicator bright red, and it goes dark a lot faster in the near zero temps.

Also, engine oil - are you running 'summer' oil or thinner winter oil?
