I don't have a comment on the loctite.

However, the torque will need to be checked often with new studs as they will elongate.

It should not be necessary but it would not hurt to use loctite red to help the studs stay put. Do not forget that previous to using any threadlocker compound you MUST prep the surfaces. (thorough degreasing) I use brakeKleen and an old toothbrush for this task.

QUESTION: why are you replacing wheelstuds?

'Sounds like it may be a bit late if you have already bought new parts, but you could buy a thread chase or die and try cleaning up the old ones?
It was real bad.. I had to weld nuts to back out the old studs..
