The most common cause of a no shutdown is a blown fuse on a BX. after that check the wiring at the stop solonoid and the OPC timer ( at the rear of the tractor just above where the top link attaches. The OPC timer sometimes fails itself but more often it is connections.

You were right. The fuse for the timer relay was blown, I replaceed it and it is working great now. Hopefully it does not blow again.
