B7200 fan will not turn, water pump?

Hi everyone, I am pretty sure this is a bad water pump, but I need the community's opinion as I am not an expert.

Fan stopped turning, I loosened the fan belt and tried to turn it by hand, it turns real hard then gets easy to turn then hard again.

Any help or other steps I should take appreciated.

That is the exact test for it.
When you replace it; refill the system with 50/50 mix of antifreeze and distilled water.

I am going to pull the radiator and plan to pull the water pump from there, any help that is given to me is sure welcome.
