B3200 Front Axle Vent Cover?

I recently purchased a 2011 B3200 and noticed the other day the front axle has a 90* vent coming out from the top. This vent appears open, with no dust cap of any sort. Is a vented cap missing or is this the way it's supposed to be?

That's how mine is. Bought mine new in 2013.
