Perhaps someone will recognize this thingamachig. It showed up at the thrift store and the spousal unit fetched it home to see if spousal unit#2 could shed some light on its function. #2 could not, can you?

From a distance it kinda looked like a sprinkler head, but yeah, clip in bike pedal.
