I have a Kubota Tractor B7200D with a Kubota Rotary Tiller FL1000. The manual show a ASSY JOINT UNIVERSAL 70798-0041-1 (70710-6130-1) bring to find the Min and Max length. I'm thinking about adding a Pat's Quick Hitch Cat 1. Which means it will add about 3-1/2" to 4". Will I need to buy a new shaft? Thanks

If you have it in front of you, pull the shaft out 4" and mark then pull out the rest of the way and tell us what that length is.

One other option is to add a PTO extension to make up for the hitch.
I add a quick hitches to my B and L and I didn't have any issues with my PTO shaft lengths.

An extension would certainly be the simplest solution. I had to add one to mine to be able to install a PTO pump. I think it added about 4 inches to the length. The only issue is that it adds a bit more slop in the driveline as they have a small amount of play.
When I am hooking up a driveline for the first time, I will have it so that it retracts "just enough" to attach it when the implement is raised, and the shaft is perfectly level. Also retaining suitable overlap.
