I know of no way to actually "make" real top soil, but apparently there is nothing wrong with labeling a product as such.

Not defending nor condemming but "top soil" has to come from the top of the soil somewhere much of which is contaminated with various articles regardless of the source.
I don't think this is entirely true. Top soil is the soil used on any surface that is on the "TOP". It does not necessarily originate on the top, it could be a few feet deep, scrapped up and pulverized.

Yes, I know where top soil comes from and I had no argumentative intent. Even Wiki says "usually".

I also know where some of the "manufactured top soil" comes from.

Top Soil vs Sub Soil
