I've noticed on my new tractor which has turf tires, not sure that's irrelevant but if I'm stationary on either grass or cement and level I can't fully turn my wheels left or right. It's like the tires are grabbing and giving resistance to the surface I'm on between the two scenarios above. If I slightly move forward while turning no problem. Now this doesn't happen on either gravel or my rubber mat I park on in the garage. Just wondering if anyone else has ever noticed this. Could be the cantilevered weight on the front axle from the loader making the turf tires really grab the surface.

The tires will have resistance while turning on concrete when you are stopped. This is a normal reaction for a rubber tire that has gripping power. If I have to turn sharply, I try to be moving to give the steering system less resistance and prevent tearing up the grass or gravel.
