Might put an ad on your local Craig's List or FB looking for help. When/if you get it baled it will be good for putting in a wash out to stop erosion. Not good for much else!

I doubt anyone will run his hay equipment into a mess as described. I know I would not run mine into an unkept field. To many chances for damages. There might be holes, sticks, rocks, trash, abandoned mattress etc.

Agree with BigG. I don’t run hay equipment currently but have in the past. Currently mow a similar mess on our sewer line 1X/yr with a bush hog. Mow it and leave it laying. No way I’d run haying equipment on that. If I baled it, I don’t know what I’d do with the bales. Can’t think of anything they’d be useful for.

Flail mower might chop the residue up smaller for faster decomposition. Strip it with a dozer or motor scraper into a pile and in a year it'll all turn into topsoil.

Since you want to develop the area, I presume housing, I would suggest cutting with a brush hog to knock it all down. Then get someone with a hay rake to get it out the the way for now, then let it deteriorate right there.
