If the problem is just the reversed PTO, can you not just have the other side of the blades sharpened.
If you have a grinder and an already sourced rotary cutter, give it a try.
If IIRC the blades are just bent and sharpened pieces of 3/4" X 4" bar stock.
If you already have a lead on a rotary cutter for cheap, give it a try.
I do not think that the gear boxes on these things are monodirectional.
Just a thought, then you would not have to have a reverser or a JDM rotary cutter.

Another solution would to be to have your local machine shop make you up a set of blades with the cutting edge on the correct side.
