PTO RPM vs Tractor speed

I believe I already know the answer to this question, but just for verification, the engine rpm is directly related to the pto rpm. Therefore, when operating an implement at the required 560 rpm, the tractor is running at the same rpm and therefore must be greatly geared down to control excessive speed, correct?

Yes, the engine and PTO are connected through gears, no hydraulics. Your engine RPM gauge should have a notation as to what RPM the engine has to run at to get the required PTO rpm. It may not be the top engine speed.

I think you are asking something like
"must engine speed be set to certain RPM to get 540 RPM at PTO shaft?"
Answer = YES
"Ground speed is then controlled through gear selection?"
Answer = YES
