Thanks guys! I drained off the fluid to a big trash can and took the wheel/tire to my local tire shop. They patched it from the inside and were super cool about it. Got it back and put the fluid back in and so far it's been fine. I am glad I don't have a "big" tractor :)

yeah that's your blow it up screw. If it runs good and builds some boost you probably don't want to mess with it. If you need more power you can add fuel which will add boost. Very reliable if you set it stock.

Sounds like you got this all figured out already but item C in your picture adjusts the idle speed. Directly to the left of that below the fuel pipes is another screw with a protecting sleeve on it. That is the max fuel screw/smoke screw.

How did it get out of time? You are getting fuel, you checked your glowplugs are getting voltage, did you pull the glow plugs and bench test that they are working? If that's all good you need to compression test
