It's stuck. Why? I can't figure it out. I can't start the tractor because it seems to be stuck in the on position. Help!

Disconnect any implements from the tractor and then see if you can get it back to the off position

If the brake is set and the transmission is in Neutral, you should be able to start the tractor even with the PTO engaged, no?
Lift your seat,, flip it up make sure the break is set and see if it will start, it is designed to up with the seat up for things like PTO gen sets. If it starts jiggle the PTO lever and see if it turns loose,, just a thought
