Injection pump stuck

Hello all looking for some help!
I have a mower with the D902 3 cylinder. I have not been able to get it to start. I figured out I was only getting fuel to one cylinder so I decided to pull the entire injection pump from my parts machine to put in this one. The pump from the parts machine came out with no problems. The one Im working on the pump is stuck in the block. Does anyone know what Im doing wrong? How do I get this out? Have searched online but have not found much help.

The rack has to be in the right placement as it only lifts if it lines up on the notch in the block. ;)

Do you know if there is any special tool that works well for this. I can get a Allen wrench in there but it does not seem to be long enough. Not much room to get in there.

No tools needed , you just slide the rack forward or backwards to line it up.

You did remove the throttle plate, side plate and the 2 governor springs right?
