When steering my L175 tractor my steering wheel goes around 2 to 3 times before it catches and steers ... I got a new steering box (off ebay) and it still is having this issue... any help greatly appreciated

Does the Pitman arm not move at all until it catches?
And sounds like you've gotten yourself a bad steering box, there are a lot running around on eBay that are sub par.

I don't know your model at all so I am just trying to learn about it.
Is this the type of steering box you have? Recirculating ball nut not hydrostatic or anything complicated?
Were the symptoms of the original box and the replacement the same?
Do you still have the original box?

.... When I received it and tried to put it in.. the box wouldn't set down in the hole it was off just enough so you couldn't line up the holes to bolt it down... so I took the insides out and put them in my old box .. then put it back together ...

Well then it's possible that you got something wrong on the swap, or the cases were just different enough that it was an issue.
Pull it back apart and see what broke loose.
