Kubota KX121-3 Err 21 Thumb not working

Hello
I am new to the forum, We purchased a 06 KX121-3ss and just finished installing a thumb on it.

when using the control panel to engage the Aux Hyd, the panel light turns on and we get a 21 S/P.
there is no Flow of hydraulics either direction when we toggle the switch.
We have new filters in the hydraulic tank.

im trying to determine of its mechanical or electrical.
( all fuses look good) and hydraulics are strong in general.
